Comparative report on the gaps and strategies to raise awareness and to improve the use of the EU Charter
This report presents findings from activities aimed at raising awareness of the EU Charter among public entities, civil society organisations (CSOs), and human rights defenders, while identifying gaps and challenges in its national use. It focuses on four stakeholder groups: public authorities; legal professionals (judges, public prosecutors, lawyers, legal advisors, and law enforcement); CSOs and human rights defenders; and the general public.
In response to the identified gaps, the report presents effective approaches and best practices as replicable models to support broader implementation and forward-looking action. It also proposes targeted stakeholder training, practical tools and learning resources, and improved exchange of practices at national and EU levels.
Recommendations support the development of effective communication and awareness-raising activities. Concluding remarks summarise the main insights.
