Fundamental Rights Campaign Toolbox

This toolbox provides practical guidance for designing and delivering effective awareness-raising campaigns on fundamental rights at national and EU level. Developed within the framework of the FAIR project, it is addressed to civil society organisations, activists, experts and other relevant stakeholders. The publication brings together hands-on tools, lessons learned and a mapping of existing educational and communication resources on the EU Charter of Fundamental Rights, including materials developed by key EU actors such as the Fundamental Rights Agency (FRA). By supporting users through each stage of campaign development, the toolbox aims to strengthen capacity to promote and protect fundamental rights across the European Union. The content is available in English, Bulgarian, Greek, Spanish, French, Dutch, Portuguese, Slovenian, Croatian and Italian.

Comparative report on the gaps and strategies to raise awareness and to improve the use of the EU Charter

This report presents findings from activities aimed at raising awareness of the EU Charter among public entities, civil society organisations (CSOs), and human rights defenders, while identifying gaps and challenges in its national use. It focuses on four stakeholder groups: public authorities; legal professionals (judges, public prosecutors, lawyers, legal advisors, and law enforcement); CSOs and human rights defenders; and the general public. In response to the identified gaps, the report presents effective approaches and best practices as replicable models to support broader implementation and forward-looking action. It also proposes targeted stakeholder training, practical tools and learning resources, and improved exchange of practices at national and EU levels. Recommendations support the development of effective communication and awareness-raising activities. Concluding remarks summarise the main insights.

Report on the FAIR focus group activities

This report provides an analysis of focus group discussions conducted in the nine EU Member States participating in the FAIR Consortium, involving representatives of public authorities and representatives of civil society organisations. The discussions aimed to gather stakeholder reflections on the preliminary findings of FAIR research, including mapping the EU Fundamental Rights Charter across nine European countries and the survey conducted in September-October 2024.

The discussions explored challenges related to the implementation and application of the EU Charter of Fundamental Rights within national contexts. Participants also reflected on the Charter’s limitations as a legal tool and its role in professional settings. Focus groups identified effective practices, measures, and strategies to raise awareness of the Charter and strengthen its practical use at the national level. Recommendations were also provided to shape the next steps of the FAIR project, including thematic priorities and key stakeholders to engage.

Report on the main findings of the FAIR survey

This report presents the findings of a survey conducted within the FAIR project, designed to assess respondents’ awareness and perceptions of the EU Charter of Fundamental Rights. As a key element of the project’s mapping activity, the findings will contribute to a forthcoming comparative report that will identify shared approaches to engaging stakeholders, fostering public awareness, and supporting civil society organisations, activists, and experts interested in advancing fundamental rights campaigns across the EU.

The present report offers a detailed analysis of the survey’s 21 questions, providing a comprehensive overview of collective responses while identifying key variations and cross-national similarities.
